The statue and architectural composition were inaugurated on September 12, 2014 to commemorate the 25th Anniversary of Withdrawal of Soviet Military Forces from Afghanistan.
In its very detailed article named "Soviet–Afghan War" Wikipedia writes : "The final troop withdrawal started on 15 May 1988, and ended on 15 February 1989".
