"Nishin-Banya" was a fishermen's accommodations. A large amount of herrings were able to be captured in Hokkaido at the beginning of the 20th Century. Fishermen who had earned it by the herrings fishing built "Herrings Palace." However, the fish harvest of herring decreased sharply after 1955 and the industry has declined. 鰊番屋は漁師たちの居住、宿泊施設である。 20世紀初頭、北海道の日本海沿岸では大量の鰊が獲れた。 最盛期には、鰊漁で稼いだ漁師が「鰊御殿」を建てた。 しかし1955年以降、鰊漁は激減し産業は衰退した。
