Only the site's grounds have been open for public access which can be visited by ferry from Manhattan's Battery Park or New Jersey's Liberty State Park ferry terminals.

The Statue of Liberty has been closed to the public since September 11, 2001. The national monument is set to partially reopen in August 2004. The reopening will allow visitors to tour the base of the statue, which houses a museum, but access to the statue itself will remain off limits.
